Idaho is positioned to be the first Third Option State. Here’s how we got started.
Legislative endorsement. In the 2025 Legislative Session, both chambers of the Idaho Legislature resoundingly passed Senate Concurrent Resolution SCR-105.
SCR-105 declares support for the State-level programs we advocate. It stipulates that any federal funds received for advancing adoption would go toward a specific list of programs aimed to increase adoption education / awareness and improve / expand birth mother support and care.” See the text of SCR-105 for program details.
State Agency Support. In addition to the Idaho Legislature, the Idaho Department of Health & Welfare has expressed support. They are responsible for licensing and auditing adoption agencies in Idaho. They also train and license foster families/homes. Idaho H&W will assume the responsibility for program initiation, management, oversight and reporting.
Any State can become a Third Option State.
